What is a Notice of Commencement, and does it mean there’s a lien on my property?
A Notice of Commencement (often called an “NOC”) is a document that Florida law requires before most construction projects begin. It’s filed with the county to let everyone involved in the project—like contractors, subcontractors, and suppliers—know that work is starting and who is responsible for the job. It’s important to know that a Notice of Commencement is not a lien. It does not put a claim against your property or affect ownership in any way. It’s simply a notice that construction is happening.
